Section 86 provides that no foreign state may be sued in any court otherwise competent to try the suit except with the consent of the central government certified in writing by a secretary of that government . धारा 86 में कहा गया है कि कोई न्यायालय केंद्र सरकार की सहमति के बिना , जिसे लिखित रूप में सरकार के सचिव ने प्रमाणित किया हो , किसी वाद के विचारण के लिए अन्यथा सक्षम होने पर भी , किसी विदेशी राज्य के विरुद्ध वाद विचारार्थ स्वीकार नहीं कर सकता .
